Why would people buy banned accounts? I don't understand this. Just for the hope that maybe in 15 years it will get unbanned and you will be able to sell the skins? This is not so rational in my opinion. You never know what will happen in 15 years, most likely csgo won't exist anymore, but another version of this game, and the skins won't be actual at that time. It's better to sell them now, or exchange them on csgo skin trade for example. It's much better choice in my opinion, than hopping for the unban.
