VPN, MAC & Progress Programm

I was wondering if anyone of you guys know a program that could change my ip to a ip where the customer comes from (city) and includes a Mac change. Additionally I am looking for a progress tool that shows the status of the work + percentage with an online/offline symbol.
Everything in one tool would be perfect.
I am currently using a normal vpn but want to get rid of it and use something more personal

I am also willing to pay for solutions!

Doubt this should be possible. Yes, you can probably change your reported MAC to whatever you want on the right system/hardware, but an IP is only valid for the person paying for the address. That address works because the upstream hardware (routers, etc) all know about it, and route messages to it correctly. Even if you set your computer to claim to use some random IP address (say by manually setting your IP in your OS) that doesn't mean your internet service provider will send packets to you.

Probably best to learn more about networking and TCP/IP.
