Need a VB programmer or C# programmer - SMALL APPLICATION 10 MINS WORK

Hey guys,
Im after a application for my site which will pull data from the server so users can select the servers to login to

EG:

Dropdown menu populated with servers; Example;

Server1
Server2
Server3

If its possible to pull the server list from my site first where i can edit it remotely to save having to get customers to update the application
EG

I update a html file with server URL's in

Server1: http://login.server.ext
Server2: http://login2.server.ext

When the user selects the server it will load a HTML page into the application which will be a login page with pre-defined URL's;

The application needs to be resizable

I can offer webhosting in return for this aswell as allowing a link back EG

Created by <Name> of <Company or site> at the bottom of the application and credits will be added to the download section of my website.

This application would be prefered in AIR if possible but EXE's are alot easier for customers

If its possible to add tabs into the program to add things like;
