Your computer is fine, however are you going to make the game for android/ios or computers?
Learn C# and find a nice designer that can help you with graphics.

Start with Java, make a simple game. Move into C/C#/C++, make a real one.

2 choices: use a tool/program to help you make the game (like 3drpgmaker, torque Engine, ogre, there are lots) , or learn to program.
Learning to program in any language is a huge task. Depending on the language, something as simple as showing a form can take multiple lines of code. Not to mention all the complex game logic and 3d programming. Not only do you have to learn about some programming language, but you also have to learn a great deal about the OS it runs on (windows vs mac vs linux). This is lots of reading, lots. You have to genuinely be interested in computers, otherwise the reading will be boring and you won't (want to) remember much. If you know exactly what type of game you want, using an already made tool may be a good approach.

Some things that can be counted, don't matter. And some things that matter, can't be counted.

Also if you could tell us how much programming you already know we could more accurately tell you how this corresponds to game programming

What the hell are you doing with 6GB of RAM on a 32bit OS? Upgrade your OS, for the love of Babbage.
