As UNREST stated, making a website to that little information you gave is not really all that possible as the image your projecting in your mind is most likely not going to be able to be achieved with the information given.

You need to provide more detailed information like Background color type, border widths, page size, banner size, etc, etc. Just something to help people determine exactly what your needing and how to produce it in a way that you are imagining it.
