Updates: took me about 6 hours to play around downgrade windows version and etc. Eventually, problem solved. With some Windows Defender updates, access to .Net Framework has been shut off by Windows Defender. Setup exclusion rule or disable realtime scan fixed this issue!

Trojan:Win32/Fuery.B!cl was detected by Windows Defender. However, I do not have further information to verify.

Get the same issue with Microsoft Windows [version 10.0.18362.239] and Defender (my bet) as the behavior has changed in the night of the 3 to 4 august.
I'll see tonight if I can find the issue using Windows security event log to find out what Defender is doing.
Build 18362 . ChangeWindows
"Tamper Protection has been added as a new option under "Virus & Threat Protection Settings""

This kind of Powershell script (run as administrator) can be used:
Set-MpPreference -DisableRealtimeMonitoring $true
& 'D:\TurboHUD 19.8.6.0 (v9.1)\TurboHUD.exe'
Set-MpPreference -DisableRealtimeMonitoring $false
Write-Host "THUD launched"
Place the text in a file name LaunchTHUD.ps1
Run ISE as administrator
Open and launch the script

Still have the same issue after running script. I did replace the
D:\TurboHUD 19.8.6.0 (v9.1)\TurboHUD.exe
with my TurboHUD's location.

Disable real time scanning in windows defender. Also check the Protection History> mine shows THUD was blocked. Recently for me at least it has been flagging THUD even though i have put it as an exception. Seems to be something in the last windows updates.

I did try that before, but it didn't work.
I did finally get it working again. I don't know if this will fix the issue for others, but this is what I did.
(I found this by digging around on the support forums.)
1. Right-click on your Desktop.
2. Select NVIDIA Control Panel.
3. In the left panel, select Manage 3D Settings.
4. In the right panel, select Program Settings tab.
5. Check the box Show only programs found on this computer.
6. Under section 1. Select a program to customize:, click the drop-down list and find TurboHUD.exe.
7. If it's not there, click Add and Browse for the TurboHUD installation folder.
8. Select TurboHUD.exe and press Open.
9. Under section 2. Select the preferred graphics processor, click the drop-down list and select NVIDIA processor.
10. Click Apply and close.
9. Under section 2. Select the preferred graphics processor, click the drop-down list and select NVIDIA processor.
I did not have a setting to do Step 9. but just adding TurboHUD.exe to the drop down list and hitting Apply fixed my issue. TurboHUD now loads up just fine.

You can completely disable Windows Defender by using a trusted AV scanner like Norton. Also, in Update and Security by clicking on Windows Defender and turning it off. Other ways would be to create an exception to the entire TH folder, as the dlls also cause issues and not just the exe file. There's also a thread here detailing how to avoid the various AVs from deleting the files.

Regarding Windows defender, open "Virus and threat protection" then "threat history"
Authorize the latest , that should be a sever one and so you get:
Trojan:Win32/Fuery.B!cl Severe
in the allowed threat

Thank you. This solved my problem. I thought my issue was fixed but the next day it happened all over again. But this. This solved the issue finally once and for all. (Two days of testing later...)
