EnableSpeak question

Basic question: How to Enable TTS in 9.0 plugins? I see EnableSpeak in the usual places, but it's disabled by default.

Tried and caused issues. Namely, the video driver got deleted. Weird. Installed newest one. and deleted the offending file. Back to the drawing board.
