    Call when a used skill's cooldown is started or expired

    19.3.17.0 STABLE for Diablo III 2.6.4.55430 (v9.0) & 19.3.17.1 STABLE for Diablo III 2.6.4.55430 (v9.0)

    This causes a bug in the call when a used skill's cooldown is started or expired.

    The sound continues to be output repeatedly.

    I'm not using CooldownSoundPlayer but I'm using SoundPlayer..PlaySync() directly and it plays the sound(s) continuously after the first time I play them.
    Does not even stop when I teleport back to to town.

    I have to revert to version 19.3.6.0 which worked OK.

    fixed in latest release
