Steuart's Greaves Speed buff

I am trying to show the Steuart's Greaves buff above my head after using blood rush by editing the PlayerTopBuffListPlugin.cs. I have other items in there that work. Here is what I tried:

RuleCalculator.Rules.Add(new BuffRule(475243) { IconIndex = 1, MinimumIconCount = 1, ShowTimeLeft = true, IconSizeMultiplier = 1.25f, }); // Steuart's Greaves

I also tried different iconindex's from 0 to 2. Same result, no errors but no indication of a speed boost with a timer on it after using blood rush. It is supposed to be for 10 secs after using blood rush. Do I somehow need to use both things, the boots and the skill?
