Ideas for how to make a "Salvage List" configuration for my plugin?

I made a plugin that auto-salvages all items that don't meet certain criteria.
For instance, salvage all crudest boots unless they are ancient with 195% affix and all resistance, or salvage all compass roses unless they have 3 useful stats.
I want to share it, but the way I'm configuring it is by literally adding code - I have methods called "isCompassRoseGood" where I look at all the stats and make a decision programmatically. This might be inconvenient for people who aren't used to programming.

My question is - does anyone have an idea for an easy to make configuration that I could just write a parser for?
An obvious choice would be "pickits" but I don't know how to download them as a file.
