Question on User reputation

Hopefully I can ask this here.

I know everyone says to go by HIGH rep and LONG join time to be sure that you are not getting scammed, and makes them more desirable.

was looking through the Sell/Buy Threads and saw someone with 5 years+ join date, and over 600 + reps, yet someone with 2 reps said "he scammed me" and now that 600+ rep user is BANNED?

My questions are two fold...1) are bans just by someone saying "he scammed me" or is there more investigation
and 2) if a 600+ rep 5 year old person is NOT to be trusted then WHO is?

1) there is always some kind of evidence delivered. Most of the times people supply skype logs, screenshots, fraps-movies etc.
2) there is always a small chance you get scammed, this is the internet and this is anonymous. The guy you are talking about probably decided he wanted to stop his business and abuse his good status at that point by making a quick buck. The fact that he has high rep only means he has had a lot of succesfull trades or good posts, so it is not a 100% safe way of making sure you are not scammed. The chance of being scammed are WAY smaller than with new members without rep!
