Crafting in inferno - do I need to wait until act 3/4 for solid rolls?

I understand the R in RNG stands for random, but in Act 2 inferno, I have crafted 17 exalted grand doomcasters (to the tune of ~5mm gold) and have yet to get anything with more than 800dps, let alone with dex+crit hit d+crit hit ch.

Do I need to wait until I get to act 3 for better 1k+dps rolls on my crafts?

Not to mention ... why the heck do 8 of my 17 have witchdoctor stats? X/

crafting weapons is not the best choice, as you almost need 2 out of 3 stats with a good roll for it to be worth ANYTHING. Considering the possible rolls getting dmg,%dmg,as,dex,crit in one is so rare youd waste hundreds of millions crafting trash before that.
