its an exception that in act1/2 monsters cant drop ilvl63 set/legendary regardless of the ilvl of the base item dropped.
what does this mean? if we get 4 accounts and 4 puzzle ring, we can make 16 goblins spawn in 15 mins?
Smart person here, it's nearly impossible to get a lvl 63 items from act I. How do I know this? Well botting Sarkoth since day 1 on multiple (now banned accounts). I saw I few natalya's pieces from him. Also, I botted Act I A LOT. Never did I find a 63 item in those 30 lvls of paragon or so and 24/7 botting, Since going to III I find them all the time.
What does this mean? Well I think there is a CHANCE for a 63 legendary to drop. I don't think there is even a real percentage to it. It's just that freaking rare.
TLDR: It's not worth your time to farm legendaries from goblins. You may eventually find something, but your chances are much much higher simply doing act II or III for 5 min.
Well that is exactly why... You did only sarkoth....
In the later areas of the game, such as the area before the butcher, and leoric's mansion, I have personally found a few ilvl63s. (Yes it's rare, but it happens.)
However I have never once in my entire playtime of well over 500 hours found a single set item or legendary from a goblin... (In any act)

The chance is tiny but that does not mean its impossible.
