is the "its level" refering to the loot lvl or goblin lvl?
I would assume goblin lvl

Smart person here, it's nearly impossible to get a lvl 63 items from act I. How do I know this? Well botting Sarkoth since day 1 on multiple (now banned accounts). I saw I few natalya's pieces from him. Also, I botted Act I A LOT. Never did I find a 63 item in those 30 lvls of paragon or so and 24/7 botting, Since going to III I find them all the time.

What does this mean? Well I think there is a CHANCE for a 63 legendary to drop. I don't think there is even a real percentage to it. It's just that freaking rare.

TLDR: It's not worth your time to farm legendaries from goblins. You may eventually find something, but your chances are much much higher simply doing act II or III for 5 min.

However I have never once in my entire playtime of well over 500 hours found a single set item or legendary from a goblin... (In any act)

Inferno Act1 = Monsterlevel 61
Inferno Act2 = Monsterlevel 62
Inferno Act3/4 = Monsterlevel 63

monster lvl 61/62 can drop ilvl63 rares but max ilvl 62 legendary/set.

If you dont believe it go stay in your freaking stupid world and think for yourself that you have been dropping ilvl 63 set in act1/2 BUT PLEASE DONT TELL OTHER PEOPLE THAT ITS TRUE...

I have been botting for items for a very long time and since 1.04 i paragon leveled my bots in act2 to lvl 40 and whatever you want to say, no ilvl63 set/legendary drop there. It is true, accept it.

I did say I botted Act I too... I've only found a few legendaries from goblins in ACT III. There's defiantly an almost 0% chance to get one from an Act I goblin.
