I've done this before, on some computers this has no effect and on others it can fix dls that are stuck. My cousins laptop refused to download WoW until I did this.
There is another way to do it without IE:
1. Open Control Panel.
2. Find "Network and sharing center".
3. In the bottom left corner of the screen there is "Internet Options", click on it.
4. Just as above, open the connections tab
5. Press "LAN Settings"
6. Uncheck everything(unless you use a proxy, then the fix doesn't work afaik EDIT: It might **** your internet if you uncheck everything and use a proxy!)
