get leveling boots that work like "BOA"

basically all you do is get Dress Shoes - Item - World of Warcraft

or make a character and mail their boots to an enchanter or a main

and enchant them either
Enchant Boots - Blurred Speed - Spell - World of Warcraft

Enchant Boots - Earthen Vitality - Spell - World of Warcraft

you'll have boots that will effectively scale upwards like BOA


not extremely effective but will get the job done while leveling with RAF or with Full boa the biggest part of it is the 8% movement speed.

The 8% bonus is enjoyable, but the stats can't be compared with normal boots you'd just find while leveling (at least not above lvl 20). 5 agi for a lvl 50 is pretty useless. 7 agi for a level 60 is even worse.
