There are quite a few idiots that think fury warriors are rogues. No, you're not a rogue. What do I mean?

Hit is not as important to fury warriors as it is to rogues.
You need as much hit to maintain your rotation.
What is hit good for?
9% (95 hit with 3/3 precision) hit is the soft cap for dual-wielding DPS. After 9% hit, your yellow attacks (which are your heroic strikes, bloodthirsts, whirlwinds, etc.) will NEVER MISS. Hit is the cheapest stat for raising DPS before 9%. After that, it becomes crap because it only increases white damage, which is about 40% of your DPS.
Dumb?
60% of your DPS is from yellow damage. 40% of your DPS is from white damage. Let's assume you're past 9% hit.
1% hit will increase your DPS by 0.4%.
That sucks. It's better to stack Strength/AP and Crit over hit because both of those increase 95% of your DPS (5% coming from deep wounds).
Still don't get it?

NO. No. no. After the soft cap, hit is merely no longer your most important stat. Ignoring it altogether will cripple your rage generation.

They either don't know what they're doing, or are in T6 quality gear that naturally includes hit. They did not go out of their way (hopefully) to stack it at the expense of other stats.

If you're under 95, yes. Then again, if you don't have 95 hit just from gear, you probably have no business even speccing fury for raids.

Rage generation
Assuming you're 0/0/0
1% crit will give you as much rage as 1% hit over a certain amount of time.
Crit typically offers bigger rage spikes, hit will give you the same amount of rage, but in a smaller chunk.
However, you're 17/44
Crit procs flurry.
Flurry gives you haste.
Haste gives you rage.
Haste also increases your (white) crits per minute.
Therefor, crit > hit if you find yourself rage starved and need to rearrange gear. Oh, and crit affects white damage after the soft cap.
Moving on to rotations
This is what your rotation should look like. This is with 9 second CD whirlwind. 9 seconds is divisible by the global cooldown, which is 1.5 seconds, allowing you to use BT and WW as they finish their cooldowns.
Seconds into fight:
0: BT
1.5: WW
3: Global cool down free
6: BT
7.5: Global cool down free
10.5: WW
12: BT
13.5: Global cool down free
15: Global cool down free
18: BT
19.5: WW
Use the free GCDs to refresh buffs and debuffs.
If threat isn't an issue (if it is, get a tank that doesn't blow ass), use heroic strike when you pass 50 or 55 rage. If you touch 100 rage, that means you're not at your maximum potential.
What speed should my off-hand be?
DPS > Stats > Speed
Slower off-hands theoretically do more DPS because whirlwind hits harder. However, the difference is so small, that it all comes down to play style. Want smoother rage generation? Fast. Want (kinda) bigger numbers? Slow
You should always have a slow main-hand
How should I gem?
The most accepted gem is the strength one. Str/Crit and Str/Stam if the socket bonus is good (which usually isn't)
Your metagem should always be the Relentless Earthstorm Diamond
Weapon enchants?
Executioner on your mainhand. Not on your off-hand, because it doesn't stack and the supposedly longer up-time can suck at times. Mongoose on your off-hand. You can have both buffs up at the same time. You can also put potency on your off-hand, if you think you need more AP.
