Extremely easy, take the latest version of spellalert, go in the LUA, find charge, and instead of "X begins to cast charge stun" or whatever, edit it to say that.

It appears at a designated position on the screen and says it.

I wrote a little addon for you.
The soundfile is played everytime you are afflicted by Charge Stun. But it works and i guess it's the effect you wanted... ;D

Usage:

/sparta or /spartacharge

Only works at English Client at the moment...

I need an addon for GMing, one that I can use to look up ID's for things like GO objects and other things! I have a compiled list of all the GM commands and ID's I just need a scripter to fashion them into an addon, can anyone help with this?

You might also want to check out RP Helper 2. It can be setup to say or emote different things while in combat or when preforming certain actions (not just one thing every time). You can even scale the frequency of events to occur anywhere from 0-100% of the time.
Ex: You could setup up block so that 15% of the time it may say, "We dance in the shade." or some such.
