No, they arent saved server side (Alas when you log in on a different computer or delete your WTF folder, all your macros dissapear)

I remember patch notes saying that too, but I still do not have my macros when I log onto my roommates computer :/

you shouldn't worry about it, if it is saved server-side (the patch notes did say something about it but it doesn't seem to be working for me :S) then it will be saved to the private server, then when/if you log onto a live server, the macro's won't be there.
If they're saved client-side, then blizz will have to look through your macro's manually (accessing your computer), which is the same as it has been since private server's were made for WoW. They will also appear in your macro UI on live so be careful not to use them on live like I did, saying ".modify speed 14 .cheat fly .cheat flyspeed 32" in the middle of SW was rather embarrasing ^^

I had my macros I made on my Laptop when I tried it.
I think its saved to blizzard servers no matter what your realmlist it, but they probably don't care.
you can turn off saving macros server side...
In 3.0.3 you will be able to manage macros vs key bindings separately:
/console synchronizeConfig 0
-- turns off synchronization of UI settings
/console synchronizeBindings 0
-- turns off synchronization of key bindings
/console synchronizeMacros 0
-- turns off synchronization of macros *
do this on every computer you want to disable settings on.
