    Your mage AOE farming spec is ok.. just take the 5 points out of Winter's Chill and put them into Arctic Winds.. you would benefit more from it since you should be AOEing not single targeting

    Also take the points out of Elemental Precision since you shouldn't have to much of a problem against a level 70 non elite mob

    I'd say something like this
    Talent Calculator - World of Warcraft
    The extra point in the Arcane tree was just a random thing, had no where else to put it
