It seems to be similar to the function of KUI Nameplates during late-NH - most notably used in the Gul'dan mythic kill video by Exorsus.

That functionality was, as far as I know, removed or patched in 7.2 but I'd like to take advantage of it's recurrence if possible.

Its not a public addon. I have been following a few different threads and apparently its something they just have thats in the gray area of what they should/should not be using.
