Nah, Legion is available for characters 98+
The interesting is the farming setup - most likely kill with 99lvl, which with 740+ilvl kicks ass on the 99 scaled mobs, and they loot with 89s, which are still in range, and receive full loot.
They have definitely found some nice farming spot to keep farming uninterrupted for days.

Back some time ago there was a twinking exploit that you could get shoulder and helm enchants on low level gear the way you did was to get your main with the desired BOE in there bag and die repeatedly until it was at 0 durability, enchant it. Because it was broken it would not bind to that char and then send it to your twink place it on then repair. I understand there wearing trinkets but just another idea.

Most likely botting, but for sure is multiboxing. Could be killing stuff with his 110 (most likely botting) while 2-3 other twink toons are tagging along to get gear.

With the 24/7 staying there and using dummy accounts with less than 1000 achievement points, means they are botting for real, but they cannot technically get loot on lowbies if farm with 110, but farm with 99s instead.
I am sure, the mob HB scaling very nice with 98-99 lvl characters!

I actually just ran across a lv 98 ilvl 740 cloak on the AH. So looks like Romath's theory was correct.

It is confirmed that the all world BoE items are scaling, just hit a level 89 go to popular farming spot that is crowded with 110s and tag the mobs they are killing, it might take hours to get a single item but seems like it pays off stats are just too op for twinking.

I read they fixed the scaling some what, at 89 they won't be ilvl740 now, still decent but not as op.

I suck so much at level 110 i might have to try this out so I can manage to kill someone in battleground. Hehe! Now i can beat my bigger brother!! wohaaa
