It does only work on KR and Arena test realms.
But if you have downloaded the newest patch (wich is automatic) all realms should appear on your realmslist on PTR..

For this you must enable the console

Make a Shortcut to Wow.exe

so it looks like this
"C:GamesWorld of WarcraftWoWTestWow.exe" -console

-console that you can ingame open the console with ^

now you can lookup the accountname of a char with
whois noob

it should show you for example:
Noobisaccount#EU
