Does it stay for ever, if you have the Quest open in your Questlog or do you have to reapply if you relog. Don't have time to go to that zone to get that appearance if you lose it everytime after login

you don't lose it if you relog. all you have to do is keep the quest in your quest log. there's no need to "reapply" it, it's permanent unless you manage to lose it from a couple odd things.
some weird things will remove it, such as timewalking. it's safe to assume that anything that removed the old "oil wolf" look from that specific hunter pet will remove this; exactly what else removed the "oil wolf" look, I'm not certain, but looking into that would be ideal if you wanted to stay safe.

Leave the area with a portal, then it should work

Updated the OP with Fruit Punch Samurai's information and a minor "fix" that was added at some point between when this was posted and 7.2.5. Removing the quest from your quest log will now remove the effect (though you can reacquire it at any time by zoning back into Coldarra).
Still working as of this week, I had to recharge a mage after doing timewalking.

Yep still valid, the footage I shot for my vid was only a few days old.
Hopefully Blizzard will just let this one go. It tends to fade for various reasons eventually and is totally harmless.

i take it u cant progress to get your artifact weapon if u keep this effect which sucks since im starting an arcane mage and im at this point and really wanna gear her...

bboystyle82 i think as long as you fill the mage story using another artifact. unlock the ability to upgrade directly to 40, do the broken shore quests you should be able to.

this'll be even better in BFA since there won't be any reason to feel like you'll need your arcane/disc artifact weapon - the one and only major downside of this exploit won't be a thing anymore
