Mages can remove CD on Blink with talent swapping

A quick search revealed nothing about this so hopefully it's not a repost.

Mages can reset the CD on blink by swapping in and out of the Shimmer talent in T2.

Basically: Use Blink, swap talent to Shimmer, use ONE charge of Shimmer (if you use both charges you won't be able to swap talent because it will be on CD), swap talent again and repeat. Using a Tome of the Clear Mind could make this useful somewhere outside of cities and garrisons.

Don't think you need the tomes for changing talents anymore. (edit: I checked, and both tomes and dust have been removed) Nevermind this, I misunderstood OP. There's a new tome that lets you change it outside rested zones

You can change talent anywhere using Tome of the Clear Mind.

Don't have a mage so can't test it out, but sounds like a nice exploit!
