Hey there. Sorry for my bad english but i try to explain clearly.

New loots from timeless isle rares drops epic items that create epic 496 ilvl. I dont know its intended but that items can be disenchanted. When you disenchant items give you 1 sha crystal.

Completely working as intended. They are BoA, so send them to an alt that is an enchanter. Of course EVERYONE is going to be doing this so expect sha crystals to drop to basically nothing.

sigh! Yes 24 hours ago Blizzard released the patch and let a crap load of epic BOA gear drop without fixing it. Im sure thats exactly whats happening.
