It's working as intended. Still. The only empirical testing I could find was here, which gives about a 2% chance of "bursting" after planing: Bursting Green Cabbage - NPC - World of Warcraft (which feels about right in my experience)

Very much not worth the time/effort, unless you're very VERY close to a threshold for a day.
