It's definitely for Ascent, I ran it against trinity with errors "world.weather not found". Plus at the start of program it suggests importing config from ascent.

I have tried this on ARCEMU with running. 3.3.5 version of wow and can edit items and add them to the database. It has an error when I try to choose and edit an npc.
I think it will work for quest also.
