Making any Faction 'At War'

Heya, so I was wondering if it was at all possible to make any faction have the 'At War' box option available and actually allowed me to attack members of that faction when it is ticked (even if they're Alliance and I'm Alliance). I'm guessing it's something to do with Faction.dbc, but I have no idea what else I'll need.
