As far as I am aware it was developed by some Russian guy who then sold it to another Russian group who did not maintain it.

It was an original idea developed originally. I'm partly glad that it was never released - all we would see is 100x people trying to restart the server without being able to actually develop it, only tacking on petty features.

If you want to know how this sort of thing can be achieved, it's better to start looking at how the WoW client works. The interface is entirely driven through Lua & XML which means you can customise it to almost any extent. You can communicate with the server through a custom modules packets or through addon messages easily enough.
