Create custom hair models or swap them with ones already in game? If it's the latter of the two, then there's a guide in the guides section and it can easily be done.

i know how to Change Hair Styles to a differnt one. but im sure you cant Create custom Hair

No, it's possible. Difficult but possible. Just think about it, compared to some of the stuff you can do with Model Editing this is very easily done with tools mentioned and I believe listed in the Model Editing Applications thread.

Not possible for you and you wont find a guide.

For creating real new hairstyles, you have to edit the submeshes of a charactermodel. There is no tool for it and doing it by hex is fukken hard. Just forget that.
