Wrist / Back is a tempting combination at only 2500 investment - leaving 1500 leftover to either duplicate the neck slot from Justice - leaving those points for something you'd replace with tier, or only need 150 more to get something that costs 1650. But the set pieces have good bonuses. If you are going to pvp regularly, getting the set probably outweights getting off-set.

Hands @ 1650 + Shoulder @ 1650 = 3300
700 leftover.
That's 2-3 352 blues and 3 346 blues the second you hit 85, giving you a slight advantage to gaining Valor and Conquest points faster.
