Currently if you mount the Rocket Mount from Recruit a Friend X-53 Touring Rocket - Item - World of Warcraftyou can use it like any other ground mount. You might not be able to fly in Azeroth yet but you can look like it.

Yes you can have passengers No need to have a mammoth mount now.
