[Request] Scammed Account Modification

Quite recently, a friend of mine came into possession of a stolen WoW Account, but does not have access to any of the following:

• Email Address associated with the account
• Secret Question
• -> Answer

The reason I'm asking for help is because the account has Parental Controls on it, limited to 2.5 hours of playtime a day - is there anything he can do to remove these?
