Snipping and Softban

I don't understand snipping. For example, even I change from one city to another playing normally, I may get a softban, why is it that snipping seems to be impervious to all these banning?

When it comes to switching city's you have to give yourself what i like to call "Time to Travel". An example would be botting in Chicago, you want to move to lets say Joliet a suburb about 40 mins away. You need to wait a reasonable amount of "Travel Time" to keep from being soft banned, approximately 20 mins in this case. Now when it comes to sniping there is a GPS spoofing trick that is being used. You teleport to the cords and select the pokemon, but before throwing a ball you teleport back to your home location (where you originally teleported from) and then proceed to catch the pokemon. Its all about timing really.

what program are they using to spoof the location? is it safe to use or do they steal your information?
