is there a way to gps spoof on android lollipop in anyway?

or any pc emulator that works for pokemon go?

Yes there is a way. I spoof on lollipop.

FIRST you have to root your phone. (xda forums will probably have a tutorial how to root your phone model)
SECOND Install Lucky Patcher (Lucky Patcher 6.4.4 for Android - Download) AND Fake GPS Joystick (Fake GPS JoyStick - Android Apps on Google Play)
THEN Use lucky patcher to move Fake GPS Joystick to system apps
FINALLY unroot your phone

Now in Fake GPS Joystick settings turn on Root Mode and Mock GPS mode

Now you can spoof to any location and open pokemon go and use the joystick

Also, I heard you should stay away from android emulators.
Look into GoGPS! - I think it requires root under 6.0 though, but I used it over fly and fake gps joystick because of the sniping feature.

The method he posted doesn't work on Android 7.1.1. Android 7.x stopped the loop hole for most fake gps apps. You need to hide your root using Magisk 11.6 or newer, use expert mode on fakegps pro, make your gps app a system app... even then, 90% of the time you'll have an issue with no pokestops and such popping up while spoofing. its not worth it on 7.1.1, but it can work
