Get refund from Google 100% working
So I have figured out a way to bypass "but we can’t provide a refund for this purchase because it is outside of our refund policy" and got myself a refund. I have stated all the steps I took as you may not get it directly from step 7.
Steps I took:
1. Go to google play store on your web browser and go to your account page
2. Go to purchase history and select report problem
3. From options I initially chose: Purchase is defective and doesn't work as advertised- got email saying "but we can’t provide a refund for this purchase because it is outside of our refund policy"
4. I repeated step 2 and this time selected: I no longer wasn't this purchase- got email saying "but we can’t provide a refund for this purchase because it is outside of our refund policy"
5. Repeated step two and this time selected: Purchase was made by friend or family member without my consent- got email saying "but we can’t provide a refund for this purchase because it is outside of our refund policy"
6. Waited 5 minutes
7. Repeated step 2 and this time selected: I don't recognize this purchase or charge- I got an email saying the refund has been approved.

Thanks to this thread i decided to try to get a refund on Pokemon purchases and succeeded. Since i had multiple purchases, i decided to just call google at: 855-836-3987 and told the representative I wanted a refund on pokecoins purchases, when asked for the reason i told him that i no longer had access to my pokemon account and that i was unable to get a hold of Niantic to resolve.
The representative submitted request for manual review, and within 15 minutes i got a call back informing me that my request was approved.
Below is the confirmation email that i received.

I called them over the phone and received my refund.
What I found to be incredibly hilarious is that the agent said upon looking at my purchase history "Let me guess, pokemon go right?" And then went on a rant about how many complaints they are getting about Niantic. I actually read from someone else in this forum that the same thing happened to him but would have never believed it if it had not happened to me as well.
Call them, they are usually more flexible over the phone. Tell them that you were looking through your statements and you don't remember making those purchases. If asked, and only if asked, tell them that a family member might have done those purchases without authorization.
Tell them that you tried getting in touch with the developer and that they only send out automated responses on every ticket (which is true). That it has been so for over 2 weeks.
If, and only if that is not enough, tell them that you are trying to do it the correct way by reaching out to the developer and failing that, google, at that you don't want to resort to your bank for a chargeback.

The refund has gone through and will definitely happen- I will keep you updated on when I get it back but it says 3-5 business days for credit cards here: How long refunds take - Google Play Help
