I just tried it and it worked. Just set the miss chance to 100% and pokeballs per pokemon to 100+.
After 100+ misses, i closed the bot, changed the miss chance to 25% and then it started catching pokés
How config like u said with Necrobot Config Tool ?

I do not use the config tool, so i dont know about that.
Just edit the config in the old fashioned way

It's probably best to avoid using bots with 100% chances of a perfect throw in the mean time until they implement a more random throw.

You could just edit the chance-values in the config to be more random.
"EnableHumanizedThrows": true,
"EnableMissedThrows": true,
"ThrowMissPercentage": 25,
"NiceThrowChance": 40,
"GreatThrowChance": 30,
"ExcellentThrowChance": 10,
"CurveThrowChance": 90,
This seems to work for me

Grats!
Next time you are catchflee-banned, try setting the miss-chance to 100% and pokeballs per pokemon to 100. Then after the +100th miss, change the values back and restart the bot

Its hard to say. But its possible that its some of your other settings in the config is getting you insta-banned. Like delay's, walking speed, humanized walking/throwing.

did you change the default location?
you are ip-banned, and have to wait it off. remember to allways change the default location when switching bot/config
