a review is not sabotage, even if you dont agree with it
he is not allowing me to give him settings to fix the problem and removed me from Skype immediately after purchasing.

It's a bit complicated.
We have nailed people that have admitted to submitting false reviews for malicious intent.
This is what constitutes as proof:
A) The person has admitted that he made details up to hurt the seller
B) The seller provides proof that the reviewer never purchased from him.
C) Account abuse.
D) The buyer doesn't review the software but instead wants to attack the seller and submits no proper review.
In your case, the buyer said it didn't work as he believed it would from the start. The solution would be to open a conversation and discuss the settings tweaking however as you say he blocked you from Skype.
But the good news is that you have 3 positive reviews afterward within 25 mins from 2017 Feb accounts with 1 post.
Begging people to reviewbomb your sales thread after a bad review is your solution, however at the moment we cannot do much unless you find a way to prove the buyer is exhibiting any of the cases listed above.
You seem to have a strongly negative viewpoint. "begging ?"
Asking my users to support me with honest reviews; after I have been sabotaged unjustly ... is there a rule against that ?
Asking for reviews is a normal thing ...
a) how does this happen ?
b) he did purchase. but subsequently blocked me.

buyer admits product is working well, still leaves a negative review.
kindly advise what other evidence is needed.

Only scam reports should be posted in this section.
If you think someone wrongfully gave you a negative review then simply report the post and include evidence; we'll look into it.
