OC Forum Maintenance July 23rd

In order to help with amount of increased traffic lately on the forums (thanks Pokemon GO) we will be having a forum maintenance today, July 23rd at 6PM UTC/11AM PST/2PM EST. The downtime should be about 30 minutes, at least that is what we believe and hope. The net result should faster and better user experience on the forums.

I would imagine server updates, or server migrations. By the way Ket, you may want to remove the PHP version number from the headers.
