Gifs as Avatars?

I made my avatar a gif a really long time ago, but it seems now I cant make it a new different gif. The one im using now is really stale to be honest and I'd like to change it, but I want to keep it as a gif avatar. Is there a rank requirement or is it just not allowed in general now?
And yes I was sure the gif I was trying to swap to met the size requirements

GIFS are for elders (1000 rep and up) and staff - for the time being, we may change this at some stage (again)
