Im confused, is the mob supposed to be dead? everytime I come to the area, the pack mob shown in the picture is corpse, and it doesnt despawn like its just there for the background. I cant target it or anything

It spawns every 4 hours or during a night time cycle in wildstar.

scientist can scan it for his/her party to get the item
or 30% chance to get the item by killing it.
