Well I have actually seen legit examples of packs being duped but I don't think it has anything to do with throwing a bucket of water. Not sure exactly how this works or how they did it but someone i know whos name will stay un-mentioned turned in a good 40 packs which someone placed right under the gold trader and the number of packs didn't decrease.

Now of course if you teleport with packs the account would be scummed and packs wouldn't have been collectable but how ever it was done its a very amusing bug. But I highly doubt anyone will most likely talk about this or tell how they did it even if its possible.
