Why would you want that? To farm Cases?
If so you could use a virtual box.

He probably want to boost people to global for money.
Let me explain, for example If you make two full teams on map that none plays you will most of time get matched against yourself. Having some high ranked accounts helps the process. Ultimate goal is having 10+ smfc and global accounts.
Boosting process I done same way. Person who's paying for boosting is invited in one group rest 9 accounts is multiboxed by you. You queue for map that none play commonly de_vertigo if you're not matched against yourself you just cancel queue pop. But at global stack for that map you're like 99% of time matched against yourself. After that client or person who you're boosting killing Afk people for MVP-s.
It's fastest and most efficient way of boosting ranks.
He's asking for programs to perform this. I might guess you need something like sandboxie for running 10 steam accounts on same comp and, some multiboxing program. Anyway i hope i helped.

For 10 running cs go clients u need proper VDS not even VPS. It will cost u some cash but insted it will hold dat vmboxes. Also u need to set vpn on each vmbox coz i dont think that the game mm let u to connect from 1 ip

I'm pretty sure you can connect from 1 IP adress. How else would people at lan parties queue together?
