There's a bug with Inspiring presence (yes you'll have to keep this passive) where it doesn't update your LPS regen when you swap in/out vitality gear.

1. Swap out a few pieces of low/no vitality gear with high vitality gear.
2. Hit any shout.
3. Swap back your old dps/resist all gear.
4. Die slower.

You can use this to give you 60 seconds of higher LPS regen on the initial pull of a big/deadly pack. Once some of the more deadly mobs have been killed, you don't have to swap gear.

You can use an auto mouse click program to swap in/out your gear, something like Auto Mouse - CNET Download.com would do the job. But would have to open up the inventory window for the 2-3 seconds to swap the gear, press the button and swap the gear back.

BTW, this doesn't work with Leap with the Iron Impact rune.

I think this is a fail. Invigorate gives you 310 LPS regen... it's not a percentage. Doesn't matter what gear you have on.

Now if you meant Inspiring presence then yes this works... I kept my 944 regen...
